Start with notice and documentation
Photograph what you see, write down smells and leak history, and notify the landlord, managing agent, or board in writing. Building rules usually require that before contractors enter.
Assessment still matters
A New York mold assessment documents conditions and scope. That report helps the building decide who pays and which remediation contractor to hire.
Do not skip the split
Even in multi-family housing, New York’s assess-then-remediate rules still apply when licensing thresholds are met. Pushing remediation without assessment can stall the job.

Long Beach City Code Sec. 7-227(a) appoints the Building Commissioner, or a duly appointed representative, as Local Administrator to grant or deny floodplain development permits. The City told Nassau County that the NFIP is administered through its Building Department, that substantial damage determinations after flood events are made by in house inspectors, and that a barrier to running the program is satisfying a myriad of government rules and regulations with limited staff and resources.

The City of Long Beach Building Department's public page lists the work a resident must apply for a permit for, including alterations to buildings and structures and cutting away any wall or portion of one, and states that building permits can only be obtained by a City of Long Beach licensed contractor or by the homeowner. The same page does not mention floodplain development permits, elevation certificates or substantial improvement determinations anywhere.
