Mold Removal in Lido Beach, NY, Where Almost Nothing Is Post 1980
More than nine in ten Lido Beach homes were built in 1979 or earlier, the highest pre 1980 share in this coverage area, so almost nothing here was put up to a modern code. That splits the first phone call in two, because roughly one Lido Beach unit in six sits in a building of twenty or more where a board, not the occupant, authorizes the work.

Lido Beach has no village hall, so the permit is the Town of Hempstead's
Lido Beach is an unincorporated hamlet, so there is no village building department to call. Floodplain administration sits with the Town of Hempstead under Town Code Section 144-3.G, last amended January 19, 2020, and the Town reports a designated floodplain manager. The mapping is the other thing worth knowing before a scope is agreed: FEMA's flood hazard layer, queried at the published interior point for Lido Beach, returns Zone AE with a base flood elevation of 14.0 feet on the NAVD88 datum, so the federal rules about what may be built, stored or insulated below that line reach a long way into this hamlet. Those rules are the reason a moisture plan here has to work with the openings under the house rather than against them: an enclosure below the lowest floor is required to let floodwater in and out on its own, and it cannot lawfully be sealed to cure a damp problem.

Lido Beach, Point Lookout, Oceanside, Baldwin, Merrick, Bellmore and Wantagh are unincorporated communities with no village government and no annex of their own in the county hazard plan. Floodplain administration for them sits with the Town of Hempstead, whose Flood Damage Prevention Ordinance is at Town Code Section 144-3.G and was last amended January 19, 2020. The Town reports a designated floodplain manager, and that the elevation of homes, businesses, roads and bulkheads has been its primary mitigation tool in flood prone areas. The Town's own position is that all of the back bay communities in the Town located on the south shore of Nassau County are prone to flooding.

In the same FEMA report the Village of Atlantic Beach, the Village of Valley Stream, the Village of Rockville Centre and the Town of Hempstead, which covers Lido Beach, Point Lookout, Oceanside, Baldwin, Merrick, Bellmore and Wantagh, hold no Community Rating System class at all, so no CRS premium discount applies at those addresses. Every one of them is listed as participating in the National Flood Program with a current effective map date of September 11, 2009.
