The Town of Hempstead, which covers the unincorporated communities on this stretch of the South Shore, has 21,798 National Flood Insurance Program policies, 21,374 claims since 1978, $964,709,056 paid since 1978, 7,364 repetitive losses and 2,040 claims paid on properties outside the special flood hazard area.

Lido Beach, Point Lookout, Oceanside, Baldwin, Merrick, Bellmore and Wantagh are unincorporated communities with no village government and no annex of their own in the county hazard plan. Floodplain administration for them sits with the Town of Hempstead, whose Flood Damage Prevention Ordinance is at Town Code Section 144-3.G and was last amended January 19, 2020. The Town reports a designated floodplain manager, and that the elevation of homes, businesses, roads and bulkheads has been its primary mitigation tool in flood prone areas. The Town's own position is that all of the back bay communities in the Town located on the south shore of Nassau County are prone to flooding.

Census figures for 2020 to 2024 give Oceanside 11,328 housing units with 87.8 percent built in 1979 or earlier and 6.8 percent renter occupied; Bellmore 5,513 units with 26.8 percent built in 1939 or earlier and 95.0 percent single unit detached; and Wantagh 6,015 units with 11.5 percent built in 1939 or earlier, the lowest pre war share in this coverage area, and 90.2 percent built in 1979 or earlier.

Oceanside has no village hall of its own, and that changes who you call
Oceanside is an unincorporated part of the Town of Hempstead. There is no village government, no hazard plan annex of its own and no separate flood insurance line for it, so permits and flood requirements go to the Town under Town Code Section 144-3.G, and a contractor who names an Oceanside building department has not worked here. The Town's own stated position is that all of the back bay communities in the Town on the south shore of Nassau County are prone to flooding, and the Town holds no Community Rating System class, so an Oceanside flood policy carries no community discount behind it. The housing record points the survey: 87.8 percent of units were built in 1979 or earlier and only 6.8 percent are renter occupied, so the usual causes are original bathroom venting, a finished lower level and grading, and the owner is almost always the person who can authorize the work.
